A federal judge in Louisiana has ruled a jury must decide whether the shooting death of a handcuffed man in the rear of a patrol car was a suicide, accident or “at the hand of a sheriff’s deputy.”  U.S. Magistrate Judge Patrick Hanna refused in a ruling filed Monday to throw out a lawsuit against Iberia Parish Sheriff Louis Ackal and a deputy over the March 2014 death of 22-year-old Victor White III.

The Justice Department and state prosecutors ruled out criminal charges in White’s death, but Hanna said it hasn’t been “conclusively established” whether White’s death was a suicide, accident or a homicide.  The judge also said there are “factual discrepancies” that raise questions about the “trustworthiness” of the Louisiana State Police’s investigation of White’s death.

Louisiana’s legislative auditor says the education department hasn’t followed state-required guidelines for determining whether charter school contracts should be renewed.  The review by Legislative Auditor Daryl Purpera’s office was released Monday. It says the education department relies on its own annual school performance scores, rather than reviewing standardized test score results as required by state law.  School performance scores include more measures than test results.

A new audit says Louisiana’s health department doesn’t properly monitor managed-care organizations that provide services for most state Medicaid patients to ensure they have enough specialists to treat mental health problems and drug addiction.

The legislative auditor’s report released Monday comes as the health department is asking lawmakers to extend the managed-care contracts.  Auditors say 45 percent of providers listed by managed-care groups as licensed mental health professionals from October through December 2016 didn’t meet licensing requirements.  The agency says it’s tightened oversight in response to the audit.
